WebRelay based stepped attenuators just use lots of switches to switch in and out discrete resistors. It's a good way of doing volume control, but very expensive and space consuming which often leads to companies designing them with large steps to reduce component count (I've seen as large as 2dB per step which is absurdly inadequate).
